The Construction Safety Advisory Committee of New York (CSACNY) promotes construction safety for all New Yorkers.

We educate our elected leaders and work with the Department of Buildings to improve safety on and around construction sites.


CSACNY’s agenda outlines measures to promote new safety measures, require universal training and combat fraud. The overall goal is to prevent all construction-related injuries, accidents and fatalities. Additionally, we promote common sense changes that improve day-to-day operations for site safety professionals.

Our membership is made up of former officials from the New York City Department of Buildings, FDNY, SCA, NYC Transit, and EMS just to name a few. The founding members and Board of Directors include past Presidents of the American Society of Safety Engineer’s (ASSE) NYC Chapter, Past President of the Safety Executives of New York and other industry experts.


CSACNY works to educate leaders about and advocate for its seven-point Agenda. Our Agenda outlines measures that, if adopted by New York City, would improve the safety of our workers and pedestrians, as well as protect the fiscal status of the city’s development by preventing workplace injuries, delays, lawsuits, and more.As a membership organization, we encourage your thoughts and feedback on our Agenda. The CSACNY Mission

CSACNY was established by high level practicing Construction Safety Professionals to advance the professional practice of Construction Safety, create an open forum to provide dialogue and input on construction safety issues, and to improve construction safety for all stakeholders in the NYC metropolitan area. Specific activities include advocating best practices, supporting legislative and rule changes, and providing technical support and guidance to our members and the industry in meeting our stated goals and objectives. We have various membership levels, but would expect all members to be active in their efforts to advance our mission.

As a CSACNY member, you will be part of a sophisticated coalition of construction site safety professionals who shape the conversation about construction safety and promote common sense regulations and legislation that enhance safety on and around our job sites. The CSACNY Agenda

CSACNY encourages the following requirements be adopted and implemented by the City of New York to improve safety on and around construction sites. Our organization continues to work toward these goals through educational and advocacy meetings with city officials.


  • Develop a uniform, easily verified training database system for all required construction safety training to be independently administered to prevent the use of fraudulent identification;
  • Require a site safety plan with required elements of NYC Administrative Code 28-110.1 for all New Buildings or Full Demolitions of buildings from 6 stories (or 75 feet in height) to 10 stories (9 stories or 100 feet in height) or a ” building foot print” larger than 75,000 square feet. The site safety plan shall be filed with DOB through the Borough office or HUB. Site Safety plan filers shall have the option of DOB plan review or professional certification.
  • Enforce the Rule requiring Safety Trainers to be IACET (International Association of Continuing Education training) certified;
  • Require approved safety trainers to validate the comprehension of presented material, including through the use of multi-lingual instruction; and,
  • Mandate the 10-hour OSHA training for all construction workers on projects under 10 stories.
  • Streamline and improve the process to approve Qualified Safety Professionals to become Certified Site Safety Managers and Site Safety Coordinators
  • Focus increased enforcement of the projects experiencing the greatest number of accidents, incidents and fatalities, those between 6 and 10 stories.
  • Require netting to be installed in interior shaft ways (elevator shafts) every other floor or 30’ apart during construction or demolition.

James Bifulco

CSACNY President | Managing Safety and Loss Control Consultant, Total Safety Consulting

With over 25 years of construction site safety experience, James Bifulco manages the activities of 200 safety professionals assigned to major construction projects in NYC and along the East Coast of the United States. His experience as a Construction Safety Solutions Provider to construction managers, owners, developers and governmental officials, has positioned him as an industry leader. Through his work at TSC North America, LLC, he advises clients on how to protect their employees and reduce accidents, while creating a safe and productive work environment. In addition to his work with CSACNY and Total Safety Consulting, he is also Co-Chair of the NYC Building Code/IBC Construction Safety and Demolition Committee, Past President of the American Society of Safety Engineers Metro Chapter, Past President Safety Executives of New York, Member of the Building Trades Employers Association Safety Committee, a Certified Safety Professional, a NYC Site Safety Manager, a NYC Licensed Master Rigger, and a NYS certified Workplace Safety and Loss Prevention Consultant.


John McCarthy

Vice President | Founder and President, Pro Safety Services, LLC

For 25 years, John McCarthy has provided safety services for clients in the construction, manufacturing, service, and healthcare industries, as well as for public sector organizations. He brings practical proactive safety solutions to prevent injuries, accidents and incidents. John has a broad range of experience that includes program development and implementation, identification of hazards and/or potential hazards, control of hazards, accident investigation, loss control, site-specific training, and OSHA consultations. Previously, John served as the Director of Loss Control Operations, Senior Safety and Health Consultant, and Corporate Safety Director/EEOC Officer for a major contracting firm in Yonkers, NY. He also worked for a major NYS workers’ compensation safety management firm in New York City. In these roles, he was responsible for implementing and monitoring safety services for over 400 clients. He provided clients with technical assistance, OSHA training, subcontractor safety, HazMat communications, and field safety and on-site audits.

In addition to his work the CSACNY and Pro Safety Services, John is a member of the American Society of Safety Engineers, member of the Joint Labor Management Committee in NYS, member of the Associated General Contractors Safety Committee, member of the General Contractors Association Safety Committee, member of the Construction Industry Council Safety Committee, a Certified Safety & Health Manager, an OSHA Instructor in Construction & General Industry, and a NYS Industrial Code Rule 59 Consultant.


Peter Amato

Secretary | President, Site Safety LLC

Peter Amato is the President and managing member of Site Safety, LLC with over 25 years of experience in construction safety. His experience includes providing safety management for hundreds of major buildings in New York City and communicating with the Department of Buildings, Fire Department, Department of Transportation, Department of Environmental Protection and the Department of Labor. Peter holds a masters degree in Public Administration, is an adjunct professor at the Polytechnic Institute of New York University, and is a NYC Certified Site Safety Manager. Peter was awarded the prestigious Safety Professional of the Year Award by the NYC Chapter of the American Society of Safety Engineers (ASSE) in 2013. In his capacity as a construction safety engineer, Peter testifies as an expert witness and has appeared on Channel 2 News (Hurricane Sandy), Fox 5 News (Triangle Shirtwaste Factory Fire), and has been interviewed and quoted by the NY Daily News, Reuters, Moving America Forward, Today in America, and The History Channel. He is a past President of the NYC Chapter of the ASSE, member of the Society’s public relations committee, and former Assistant Commissioner at the NYC Department of Buildings where he was in charge of supervising all construction accident investigations.

Anthony Raucci, J.D

Treasurer | Partner and General Counsel, Pro Safety Services, LLC

Anthony Raucci has over 10 years of litigation experience practicing law, having received his J.D. from Fordham University School of Law. Admitted to practice law in New York and Connecticut, Raucci specialized in commercial and insurance litigation, gaining significant expertise in risk management, risk transference and reinsurance law. Raucci also worked as General Counsel and Vice President of Finance for a mid-sized insurance broker specializing in construction risks for several years before joining Pro Safety Services in 2006 as Partner and General Counsel to advise on risk evaluation, contract negotiation and claims management.

Peter Simon, JD

Executive Board Member | Head of Planning & Risk Management, Total Safety Consulting


Peter has worked in the construction safety and health industry for over 15 years. Peter began his career as a professional firefighter and EMT. In addition to holding numerous certifications related to firefighting and emergency response, Peter is also a credentialed CSP (Certified Safety Professional) & CHST (Construction Health & Safety Technician). Peter holds a Juris Doctor degree and is currently participating in a master’s program for environmental & occupational science. Peter speaks Spanish, and studied in Latin America & Spain. He is also an OSHA outreach instructor.
